The only plugin in Foobar that you need is wasapi and that's available on the official Foobar site.

As usual free software isn't as good as proprietary software in all my cases so I use Splash (love the motion smoothing, better than any free alternatives I tried, interpolation in mpv is shit and SmoothMotion video project is bloated junk,) anyways it does me great and just works that's all that matters in the end with any software I use.

Good job demonstrating your motion interpolation on the easiest possible source, a flat pan with no motion in the background. Like SVP, it's probably nothing but hot garbage on real sources. 24->60 motion interpolation is just not a problem that has been solved yet, unless you're a retard who focuses so intently on the pretty motion in the foreground that they miss all the obvious artifacts that appear in the background.

mpc-hc 32/64 both installed because one fuckes up a video every now and then but the other will play it correctly

Sure there are codec packs (they are NOT needed)

Sorry, I phrased that terribly. I like having a full GUI for when changing settings. As far as I know, all of the settings stuff in MPV is changed through a config file, and it's just too much trouble for someone like me to go through when alternatives like MPC-HC are out there.
