So I got my new PC and attached it to a 24 in monitor with an HDMI cabe, and although it works, the screen is rigid and jagged.

Is this an issue with the monitor? Should I try to use a DVI-D wire?

If using AMD graphics card, disable overscan compensation in the AMD control panel thing. Then go into the TV menus, set it to PC mode or Game mode if you can find one of those, if not then turn all of the post processing and scaling options you can find off.
