I am interested in the programming and mechanical aspects of robotics and much less in soldering.
Are there any robotics kits that lets me hookup a FPGA or ARM board? I want to experiment with computer vision and motion control (differential equations etc).
Just get a raspberry pi and make your own robot

There are *separate* groups of people collaborating specialized in the following
Mechanical
Electrical
Programming
Also
Soldering is primarily for machines, asians and service people
Noone does robotics with fpga and arm directly, there are systems with robotics specific high level functions.
What you are talking about is DIY wannabe r&d.
Computer vision and motion control are very high flying words and pathetic unless you have multiple degrees or are a genius.

Even a simple PWM are already complex to implement on FPGA, let alone a full PID loop.

Sure can do but you'll working on pixel by pixel, unlike typical pc software where you work on the whole image (region of interest).
tl;dr: it's not for small time hobbyist
