is there anyway to connect a cheap RGB led strip to a computer

I believe so, but you would need something that connects both worlds, such as an Arduino.

You could always try not putting leds in your computer like a 14 year old.

I was going to attach them to my desk as ambient lighting. and for matching light schemes of what i'm watching on my computer.

Arduino or another cheap microcontroller is probably your best option.
Raspberry pi is overkill, except maybe the Zero. You don't need an entire OS to do LEDs.
