Because dumb gaymers are an important market, and this is their model aimed at them. Everybody else can buy the Jetstream, which is the exact same card and cooler with a more modest shroud and no gaudy LEDs.

If it's under the MSRP price, I would buy it and probably replace the cooler if it was bad. The branding is gross, but it's still a 1070.

Palit are one of the top three largest brands based on sales. They also sell their cards under the Gainward brand.

The card itself looks ok aside from the tiny stickers which you can remove. The Palit cards generally have really good value. That cooler is identical to the one found in JetStream models and Guru3D just reviewed GTX 1080 with the GameRock cooler.
