be fair, on windows every programs comes bundled with duplicated versions of libraries, on linux you only need the kde libraries once the same as gtk. Also the KDE frameworks got modularized with the version 5 so you're only downloaded libraries if you're using a programs that's already ported to frameworks, it's not like some years ago where you need to install half KDE as you say. In any case you only need to do this once and it's still much lighter than installing any program on for example windows.
