Okay, I did that. But after I rebooted it wants me to enter a code before the OS would load.

Right, VeraCrypt was ruled out for me because of the required administrative privileges. I want something preferably platform agnostic and temporarily mounts a decrypted drive with a password or something similar.

Nothing platform agnostic will work without administrator privileges. Even platform-specific stuff uses administrator privileges implicitly.

You cannot encrypt or decrypt a volume, certainly not MOUNT said volume, as a non-elevated user, on any OS
