That seems like a fun project.
I picked up a USRP a few years back but with work and getting ready to move I haven't spent much time with it lately. I'm looking forward to moving in so I can set up my antennas and have fun terrorizing my neighbors RF controlled devices. I would also like to try my hand at radio telescopes.

Here is some nice libre software.
Not the devices themselves, but the physics and worldwide usage conventions are pretty cool. Unfortunately I have no use for shortwave now or in the foreseeable future so I keep putting off getting my HAM license.

Pretty cool but I don't know what I'd use it for as I have no desire to talk to old men. I could listen to the cops, but I have the internet and Scanner Radio Pro on my phone for that

If by fun you mean transmit over other people's channels then yes. You are allowed to listen to anything, and you can transmit if you get a license. If you are transmitting under .5 watts you don't need a license.
Got a baofeng, pretty good FM radio.
Otherwise use it as 3rd unit with other cheap PMR radios and in an emergency kit.

I've only used it to listen to commercial radio, and it seems either no one transmits in my area or the stock antenna is shit.
Or I just programmed the wrong frequencies and I'm listening to dead air
