Yes because they are all from different sectors. If it were a straight single large file transfer you'd see 10x that speed, but with all different programs all reading/writing multiple smaller files your speeds will be much reduced. Hence your 100% disk usage at only ~7MB/s
It doesn't show the disk activity for all the data being transferred to Microsoft.

Fragmented writes, the drive writes a little bit, then it has to jump to a totally different part of the disk which takes time and write a little more.
This is much slower and less efficient than a sequential write.
Stop playing shit games
Disable unnecessary services and background activity. Especially windows defender.
