Is it a fresh install?
Something is messed up in windows update and fresh windows 7 take a lot of time to get their first updates. Just let it for 6-8 hours and it will do it.

I think they might be starting to shut off those update servers for 7 and 8.
I tried to install 7 and it wouldn't update at all, I even downloaded the windows update repair tool from MS and it still wouldn't work.
I then installed win 10 and everything updates fine...

Make sure the desktop is running. Windows won't install updates through the Control Panel UI if the taskbar isn't there. It requires the ability to put an icon in the Notification Area before installation will actually start.
