i have a fucking pentium 3 at 1ghz and here we are, with new processors that run at slower clock speeds than that

You can't compare the IPC of your pentium to one of these new processors, they can handle stuff much better than yours.
Those processors are meant to be mobile and work as Facebook machines, and they can do that without problems (even my laptop processor can browse stuff and watch videos while clocked at 700mhz to save battery).

Look at it's turbo speed, these cpu's can go up quite a lot. Having a low base clock is good for power consuption and heat output.
