Probably not, to begin with the 480 has a max tdp of 200 while the 1070 is lower, now the 480 is not going to be the same performance as the 1070 no matter how hard AMD shills try to, it would be incredibly stupid for AMD to release a card with that performance just for $200, they would cannibalize their own sales not just for this gen but the next one, since the 1070 can play at 1920x1080 60 FPS max settings any game without problems, and 1920x1080 will remain the more popular resolution for at least 5 to 7 years more, if they release a card with that performance for just $200 people wouldn't need to upgrade in a looooong time.
Theres a chance Nvidia will release a 1060 and 1060Ti this gen, the gap between the 970 and the 980 was smaller than the gap between the 1070 and the 1080, So a overclocked 970 could match a 980 no problems and Nvidia needs to fill that gap by probably releasing a 1060ti that is a little stronger than the 980 which would compete with the AMD 480 and a 1060 that once overclocked it could match the 1060ti, those cards would also come with low max tdp, compared the 20SM from the 1080, Nvidia could release a 1060 with just 10SM literally cutting in half the power usage and enough performance to match a 980.

DX12 enables non-SLI and non-CF multi-gpu use where you can assign one GPU to a task like Physics, and another GPU to a task such as Graphics... so I could pick which GPU is better for what task and run them accordingly with Multi-GPU.
There are a few videos on youtube that show comparisons for DX12.
And as we won't be on DX11 for the next 50 years, we will eventually run DX12 or go back to OpenGL, which I'm sure will add in a similar multi-GPU capability.

dont have to worry about SLI or CF scaling as its not even a factor. All physics samples get sent to that assigned GPU for it to compute the physics
All graphics data gets sent to that assigned GPU for it to render the graphics and only the graphics
sends the data back out compiles in CPU and displays on your screen.

I was going to wait outside Microcenter for a few hours (people waited 4 hours for the 1080) but decided against it, I was willing to play FE price but ultimately decided there's not a reason for me to get the thing right now. I'm glad I'm waiting too, Microcenter is adding on an extra $50 to the $449 price. I'll wait a few weeks if I have to and grab one for $389 on amazon.

Why the would I? I have a 970 and a 1080p 60Hz monitor. I'd rather wait for a card than can do 1440p at 120Hz, so it's hopefully Vega or big Pascal. I should lean toward freesync and Vega, but Linux AMD performance it still too behind for that. I don't want to setup a KVM now.
