if you were only able to register changes in the visual landscape that happened for 1/30th of a second or longer, you'd be functionally disabled.
The same is arguably true of whatever the closest analog for "720p resolution" would be of eyesight acuity.
Unless you have literally several genetic disorders, your eyesight is currently leaps and bounds ahead of digital imaging in basically every dimension.

There was an experiment with a blind guy like a year ago and while he could actually see with it, it was like 16x16 in a few shades of grey and they had to take it out again after a few days.

Been on the market for a while; they're working on better versions. If you're reading this unaided today but have retinitis pigmentosa, your natural eyes will probably last long enough for artificial ones to replace them.
