It's not your ISP bitching, it's companies that spy on public trackers to grab your IP, then cry to your ISP about it so then your ISP contacts you.
Usually it's just a scare tactic but if the companies actually want to take action against you your ISP will release your information to them. Otherwise they won't release your information.
