Paint.NET is for Windows. And I tried it with Mono and it never worked properly, and crashed.
Also, do note how I said "Mac" in the first line of my OP.

Preview has editing stuff, but you have to go to view > show markup toolbar
You can also download gimp if you need something more complicated, or photoshop/krita
