I just bought a new open box puter on eBay. What steps should I take to make sure it's safe to use? I don't want any spyware or stuff like that. I'll factory reset if I have to.

Clean install Windows, make sure you have all the drivers you need beforehand.

Wipe it. Preferably use DBAN (Dan's Boot and Nuke, look it up). That's the best way.
