It is possible to program a PIC using a OTG device fron the phone.

PIC32 has USB OTG functionality, I never used it though.

I'm being stupid, I didn't quite read your question. If your phone can be a USB host, you can use it as a software programmer, yes.
For example, for PIC32, I use pic32prog(*). I don't know if you can compile it for Android though...
