Had an HIS Ice 7950 that just died on me. One of the most quiet cards I have had.
What I am did is buy and evga 970 along with registering it. Once the non-reference 1080s come out, I will use their step up program and pick a 1080.

As i said i play on medium with 60fps and sometime that drop to 25-30fps.
Maybe i used shitty parameters but still, my 7950-chan did her job. Time to move on and upgrade my screen definition.

Something wrong with yours, 7950 is still great for newest game. 1080 is great for upgrade because benchmark showing it faster than titan/980ti. But i wouldn't recommend upgrade because it's still good.

let's do the maths:
480 8GB version is $229.
1070 is $379.
If you assume 480 to only offer 390 performance (worst case) it would still offer 70% of the performance for 60% of the price.
If you assume 480 to offer 390x performance (which is what the Ashes of Singularity benchmarks indicate) it would offer 75% of the performance for 60% of the price.
If it offers Fury performance (which is what the 3dmark benchmarks indicate) it's 80% of the performance for 60% of the price.
This is assuming that the 1070 actually sells for MSRP (1080 street prices aren't very promising) and that the $199 480 version isn't just as fast in 95% of games.

You should be able to play Witcher 3 with decent settings. Just make sure max tesselation is set in Crimson control panel. Try 4x. That's one of the games that uses tessellation to gimp AMD cards.
