Is there a way i can easily render my chinese cartoons in mpv on my main pc and then stream it to a crappy laptop hooked up to a tv, without any compression or desynched audio/video.
The laptop itself is not powerful enough to render the video.

Streaming never ever works the way you want it to. Get a very long cable or if you really really want to stream, get a Amazon fire TV stick or Chromecast and install Plex if they still let you. Either way it won't work perfectly. That or man up and buy a 15 dollar 15ft HDMI cable.

Your laptop struggles to play video because it's compressed. So you want to uncompress the video on one PC and stream it to the laptop. Unless your network can handle streaming uncompressed video, you're out of luck. It probably can't unless your laptop is wired. For reference, uncompressed video is (frames per second) * (frame resolution) * (bits per pixel).
720p video is (24) * (1280 * 720) * (8) = 176947200 bits per second = 168.75 mbps
1080p video is (24) * (1920 * 1080) * (8) = 398131200 bits per second = 379.6875 mbps
And remember, it needs to handle simultaneous upload and download at those rates.

unless if the video is 480p and you have 4k display scaling it, no visible loss.
