Sorry if I sound retarded but how would I create a network like TOR or i2p?
I want to create a browser that allows people to connect to a local cluster of websites that can only be accessed through the browser.
How would I get started with this?

Well, you sound retarded, no apology needed. So I'm going to ignore your question and answer WHY you sound retarded. TOR/I2P are infrastructure services. You don't need a special browser to access them- play around with configuring your own gecko tor browser.
