What's a good software firewall for Windows?

I'm looking for one, because I think it's utterly ridiculous that the inbuilt Windows Firewall still isn't capable of blocking entire folders/paths.
I've heard about TinyWall, but apparently it doesn't tell you when it blocks something, and it doesn't even show you what it blocks at all. Which might lead to a lot of issues.
So, alternatives?

It's surprisingly bizarre, I just want a very slim firewall or frontend for the Windows firewall that allows me to forbid entire folders and notifies me if a new program tries to connect outwards. That's it. Not an entire security suite.
