No, google is forced to take these sites down because they can be used to circumvent geoblocks. Youtube-dl doesn't do such a thing by itself

They're not going after (You). They''re going after the people who make YouTube downloaders.
In fact it's extremely difficult for Youtube to know that you are "downloading" a video because video must be stored on your computer for you to stream it on Youtube anyway. At worst downloading software will have have to pause downloads in the beginning and play 15-30 second ads in the background to spoof unique user activity every once in a while.
This can all easily be fixed if Youtube would lower their YouTube Red service to 4$ a month for example.
Google isn't making much money and their Youtube Red service isn't very popular so naturally they'll push to shut down Youtube downloaders. It's all in vain though, it's like when movie and music companies tried to shutdown dvd/blu-ray rippers.
