only for the shitty ones. Any PSU that is competently built has overcurrent protection installed for all rails. PSUs with DC-DC conversion for the minor rails is practically guaranteed to have it.

single rails will enter a current overdraw scenario (where protection is needed) less often than a multi-rail system
digital PSUs are an interesting compromise, being a multi-rail that combines back into less, more powerful rails when needed.

All power supplies are single rail. There's one input, and one output. i'd rather have a single, strong line that doesnt risk overload from any one component than a bunch of shit, weak lines that add more cost, complexity, and noise+ripple.
