The most simple explanation is this: There is only a certain format that the camera will register. If it isn't within the set parameters, it will ignore it. It might mean foreign cars don't get fined by the camera because the plate patterns don't match the parameters. Someone also said the cameras focus only on a specific area on the plates. So if the aspect ratio is off, the plate is ignored.
In Finland, back in the time when that picture was new, they used DSLR cameras inside those speed camera boxes. Cop cars would then regularly open them, take out the camera and transfer the pictures out and put the camera back in. It didn't have a data link so everything had to be done by hand. That means strings of code, or in fact the whole license plate, would get ignored as the camera took a picture every time it sensed someone speeding regardless of anything but the trigger.
