Let's assume that this hypothetical government agency can circumvent any encryption. How would one, to the best of their ability, hide his online activity?

the 1/100 cases that avoid that, probably already have agency workarounds
avoiding active detection by the largest agencies is quintessentially impossible, but that's if they already consider you a figure of interest.
just don't be one.
datamining, mass surveillance and honeypots can be evaded with Common Sense™ and tradecraft, but tradecraft is also what outs you as an object of suspicion (especially by the DoJ nowadays)
