As cool as that concept art looks I don't think it's viable, at least not in that particular incarnation. Too many problems with traffic, high accident potential. You'd have to completely grade separate it from the road at which point it becomes an elevated rail...

Looks stupid as fuck but someone needs to figure out how to deal with traffic in cities with poor urban planning that doesn't involve a billion dollar subway system. In bangkok we have the BTS รถไฟฟ้า which is just a train, and the MRT which is a subway. Everyone complains that the BTS doesn't have enough stops, but whenever they do construction on it it takes forever and everyone gets pissed anyways. Plus traffic still fucking sucks

Lots of things, and it's not like there's a universal solution, some solutions work better in different cities. The most obvious solution is better planning the business/retail and residential districts so that you don't have everybody commuting to the same areas. Some of it comes down to culture as well, public transport isn't as popular in America as it is in Europe.

I remember watching a video about this in class. It was about when they removed a highway in Seoul to make way for a park, and what happened in result is that businesses relocated to more optimal locations while traffic congestion actually went down.
