I have never heard of this issue with linux (I have never had the problem).
My parents computer has Windows 10 installed on it. I think by default physically clicking the off button sent it to a sleep mode. There is also this thing called "Fast Startup" which puts your computer into a hibernation mode when you select "shutdown".
I ran into those issues when attempting to set up a dual-boot on that computer.
But you are having issues with Windows and Linux so...good luck.
