If you add a machine, or an employee adds one, it's still cheaper to use the OEM license that came with it (Home or Pro) than add a seat to your volume license.

I've only used 8 (never 8.1) and there were a lot of improvements. I liked the UI, I liked that they finally fixed multiple keyboard layout behavior and related shortcuts, and that they had a taskbar on each monitor.
But the reason I switched back to 7 was because they way I open files, use the control panel, and launch applications are pressing the Windows key, typing what I want, and pressing enter (maybe down once).
In Windows 8, this behavior was broken, I had to select ahead of time whether I was looking for a setting, file, or application, and occasionally executables get marked as files. I know it's petty, but the inability to just press the win key, type, and go caused me to return to Win 7. It's a major part of my workflow and I'm unwilling to drop it.

You guys are probably gonna give me shit for this. I might be a "Wincuck", but as a fan of Microsoft's past products, I REALLY hate Microsoft for what they're doing with Windows 10. I have grown up with quite a few Windows OSes during my lifetime, like Windows 98, XP, Vista, and 7. I'm lucky that my main PC (a Dell Inspiron 519 from late 2008) still runs Windows Vista, that way I don't have to deal with any of this Windows 10 bullshit. And before you ask, the reason why my main PC still runs Windows Vista is because 1. I'm a poorfag, 2. the computer doesn't have any Windows 7 drivers, 3. it's been my everyday PC for the past 4 years, and 4. I'm not even ready for Linux yet. I might switch to Linux once support for Windows 8.1 ends. But in the meantime, I might as well learn about it.

the OS is basically the same under the hood, in terms of development outside extreme cases there is no reason windows 7, 8, and 10 programs can't all be the same. the only programs exclusive to windows 10 have been made artificially so by microsoft using bribes, same way the console industry works.
