That disarm technique (developed by french governmental faggots) doesn't cover all the bases as PDFA. The other pdf parser (by Didier Stevens, in part used @virustotal) is even worse.
PDF/A-2 doesn't have any real disadvantage in terms of size. Actually, you'd probably shrink them all. Optionally you could then parse them in qpdf and losslessly shrink some more

Or, you could use mat (Metadata Anonymisation Toolkit)

this has the advantage to nuke all the metadata of not just the PDF itself, but of the PDF's sources as well (sometimes the metadata of the source is still lingering in the PDF in non-standard ways)
Anyway, it won't necessarily remove /OpenAction and other nasties (but it should remove /Javascript, /JS, /Acroform, /EmbeddedFile, /XFA)
Conversion to PDFA afterwards would mean being 100% sure not to trigger `pdfcop -p paranoid $file". Except maybe for /JBIG2Decode - I'm unsure about that
Sadly PDF is like the SVG of document publishing: it could be more useful if it wasn't so feature rich and boundless.
