Are the tools used by oem to inject slic tables for win 7/8/10 into bios, developed inhouse by oems or provided by bios vendor?

Because there's only roughly 200-300 BIOS devs in the world right now and half of them work for Intel.

SOURCE: One of my school's alumni is one of them. Gave a great talk on it and passed around an old Intel 486 microprocessor manual.
