The only requirement for something to be open source is that the source is distributed with binaries. So if they have software that they use internally only and never distribute outside the company, it could be said that the software is "internal open source".

No. If it uses GPL code, it has to be open source, but GPL code doesn't mean you have to maintain a public release if you only use the software privately. It is, in practice, a closed platform, because you have no obligation to release the source since the binaries are also not released.

And yes, this is a great way to both ignore the purpose of open source and cripple your own software, because it requires you to spend money or time on a maintainer to patch in the upstream stuff, or just ignore the patches and potentially cripple your internal software ecosystem.
