Nope. It's actually a lot worse in terms of freedom since they're tied to a platform with no standard bootloader like BIOS or EFI, like x86 does.
You can buy any computer and install whatever the fuck OS you like on them, while a lot of ARM devices have locked bootloaders, and when they're unlocked, you will have to target and compile an OS for that specific device, not to mention Blob galore.

ARM designs can be open when they want to be.

But they rarely want to be, and ARM's business model basically means the platform will always be fragmented and riddled with all kinds of bad proprietary shit that makes an i7 look like a Loongson.

The trouble is if you were a phone maker and you bet your business on cheap atoms, you were also betting your business that Intel would keep atoms cheap after they established a beachhead.

You would either not be able to use the x86 advantage or risk having it taken away.
