Given that the CIA doesn't go out scouting for individuals, and instead relies on the general public to apply for positions there, having a less educated general public with regards to computer programming, and especially with regards to languages commonly employed by security researchers (such as C) is not in their best interests. Your argument is sincerely flawed.
