I want to start getting into machine learning and artificial intelligence, what would be the best programming language for something like this?

Tensor Flow? Python.
Hell ypu can use scikit learn and basically script your own. Or use a plug and play gui. But until you understand ML actually works it wont matter

Because they were basically designed for AI and are suited for rule based logical queries, voice control systems and self modifying code.
There's also less of s distinction between code and data in Lisp which is really helpful in AI
