All I want is to be able to get access to ms-dos utilities and programs from a terminal
Digital Research DOS is apparently capable of this but I can't find any manuals.
Is there a reason you can't simply use Linux?
The same way you telnet into any system: by having a telnet server installed in the target system. No idea if MS-DOS telnet servers exist, though.
You also need a TCP/IP stack. IIRC those exist for MS-DOS.
But I'd seriously look into that serial access instead of TCP/IP. Ethernet-to-serial converters exist, but I have no idea how well they work, or if they even are usable to you.
I think freedos has a tcp/ip stack.

access a windows command prompt on a window xp+ box?
or: access a computer that only has msdos6 installed on it?
