Why wouldn't companies like Canon, which also makes ultra-high quality production printers for art print publishers, transfer some tech to consumer printers to gain advantage over competitors?

I just don't think there's enough market for it. The people who still buy printers just use them for pleb stuff like printing documents or coupons. Most people seem to prefer that photographs stay on their computer/phone displays these days.

Because inkjet printers are the plastic utensils of the printer world. There's no need to make a 'better' plastic fork, the only thing manufacturers can compete on is that they can sell you plastic forks cheaper.
You can get proper silverware and there's real competition and quality in that space, but you're not going to get in with your $30 budget
