The Xeon E3 1231 is a haswell i7 CPU without an integrated GPU. The GPU is purely for CUDA acceleration, and so a GTX 950 here is fine. The z97 board is for faster memory support and the 2133 MHz 1.5v DDR3 memory should be great for hardware encoding, Combined with the very powerful CPU, this should make for an excellent workstation rig. On the side it'll also be able to play games well too, but that's just by coincidence. Same price as your build, but better in the ways that matter.
