I think this is the best place to post

My old charger for my Dell Inspiron 5559 broke so I had to purchase a new one
Plug it in a get a message about how the charger was not recognized
Battery icon in task bar says "Plugged in, not charging"
The laptop is still getting power from the charger though as it can work without the battery.

How do I fix this? What does this all mean?

it means the battery is fried, the same thing happened to my old laptop. You need to buy a new battery.
