Essentially, you can modulate (brighten/darken or change color) certain light sources (not old incandescents, but LEDs work) at a speed much faster than the human eye can see
This results in a light bulb/source which APPEARS to be steady (enough you could never detect it with your eyes) but actually is flashing some sort of pattern. Other devices with tiny photo-detectors or cameras can pick up on this high frequency flashing and read the data encoded in its pattern.

It's actually more secure. Wifi operates on frequencies that are capable of penetrating walls. Network engineers use specialized antennas to maximize coverage while minimizing leakage (signal leaking outside via windows or due to being near walls). Using a light-based medium is significantly safer because it's only accessible by looking in the window or being in the room.
That's also a huge downside. It only works in that one room.
