I'd say Arc, Numix or Greybird.

Arc for Gnome 3, Greybird for Unity and Numix for just about everything else.

As far as icons go, Numix, Nitrux, and Elementary are by far the most consistent and aesthetically pleasing themes that I've used.

Fedora 23 with Cinnamon, Numix theme, Elementary icons, and Windows 10 light theme (Cinnamon theme) is by far the most comfy desktop I've used on Linux.
