Considering Nvidia launch of the 1080 is on the 27th and the 1070 is June 10th, would be a HORRIBLE time to buy a gpu. AMD not much further behind that.

Wait for Vega or wait for reviews of 3rd party 1070s overclocked, it's never worth buying launch GPUs, never know what problems might crop up in the first batch. Until then stick with an r9 380.

Since GTX1xxx series is right around the corner, find a used high-end GPU from this or the previous generation.
Same goes for the CPU, you can find a mint condition used 4460 for ~110USD
