What pays better? Web or app development?

Depends on the employer. It's whatever their development needs are. On average I'd say web but that's just a guess.

id say app because it looks more professional to have an interactive app on a tablet displayed at tradeshow x than a choppy interactive website.
That's where the dev money is at (outside of silicon valley imo), ridiculously inflated industries where they have tradeshows to impress professionals into buying into their crap (ie: big pharma)

I work for a company that is a website. The rate of change in web dev is so fast compared to app development. A good web developer has to have so many different sets of knowledge, and three years later it may all be unfashionable. Go for app development.

If you're working on something that people won't pay for, something that's "free" and you can use to track the shit out of your users then probably web. There's less investment required to get it done as well.

If you're going to make some freemium/paid stuff, then definitely app.
