I'm looking to get my kids a phone, so they won't fall behind technology. Want to teach them the basics of programming using PyGame or whatever people use these days. Any suggestions? No cell-phone plan, strictly Wi-Fi. What should I get?

Don't get them a phone. Get them a book. Even a monkey can learn to use a phone, they won't get left behind.
Python and pygame is a good choice. Maybe something simpler to start out with though, like scratch

just have them make shit with Scratch. I teach elementary school kids how to use Scratch and they have a blast with it
put arch on a thinkpad for them
another vote for scratch, the main advantage is that it's super super easy to do graphical manipulations, which is what kids (and frankly a lot of older people) care about. pygame is really only a worthwhile choice if they're already pretty sold on doing things in python, which sounds like it's not the case here
