Best I can guess is some kind of power adapter. Is the type of connector shown here >>54355132 ever used for anything other than power?
The other end looks like typical headphone style plug (can't remember the proper name) which is sometimes used as a power connector, but usually in older devices.

If I bothered to read and saw the IRin part, I would've then recognized >>54355132 to be an IR sensor with light reflecting off of it. I assume there's a bulb like thing on it?
It's so if the IR sensor on the cable box itself is obstructed for some reason, (inside an entertainment center cabinet, or the room is a fucking mess,) you then put that sensor somewhere visible (thus the velcro.) That sensor then makes up for the box's sensor. You don't really show it, but I assume there's a fairly long cable on it?
