The other end looks like typical headphone style plug (can't remember the proper name) which is sometimes used as a power connector, but usually in older devices.

It's so if the IR sensor on the cable box itself is obstructed for some reason, (inside an entertainment center cabinet, or the room is a fucking mess,) you then put that sensor somewhere visible (thus the velcro.) That sensor then makes up for the box's sensor. You don't really show it, but I assume there's a fairly long cable on it?
