it's just a 2.8 GHz northwood, OP's picture is pretty typical cooling for those, they weren't really all that hot, just hot for their time

most of the housefire memes were associated with the later prescott core and its dual-die derivatives anyway which could reach pretty unreal 150+W TDPs towards the end

thats only a problem when people try to build computers into freezers. Putting something hot into a freezer is fine if that thing is just hot and not actively generating heat of its own. Something that generates heat continuously is what makes the compressor work too hard over a long period and shortens its life.
