No. It's an inherent, built-in part of the OS in W10. The network stack is written to bypass the hosts file when talking to MS so that you can't block their servers. Think about that.
If you have to run Windows (you probably don't), run 7, because the botnet was a tacked-on-after-the-fact addition to 7, and you can avoid it by remembering to not install certain updates.

Yesterday I just did a clean format of my Win10 install and went back to Win7.
So much happier for it.
Windows 10 was frequently locking up for about 30 seconds, or just freezing entirely requiring a hard reset. I put up with that shit for a while thinking MS might actually fix some things, but there have barely been any meaningful updates in months. That is in addition to the other reasons why Win10 is bullshit.

That only applies to IPs and addresses related to windows update. It's to prevent malware from blocking windows update. It does not apply to the telemetry IPs and never has. Stop spreading bullshit.
