Because when you install windows 10 it asks for a M$ account by default and people usually sign in with one.
Now whenever you want to log in it asks for your M$ account password to login so if you have a virus your account can become compromised.
The pin comes in because you can use it as a local password only to log into the computer....
or ..you know.... use a local account.
