I just use Vim w/t plugins as a C/C++ Ide.
Compiler... I like Clang but I never really researched compilers much.

the best IDE highly depends on how much time do you want to spend learning it. I recommend emacs as a golden middle choice

You don't need an IDE. Just use a text editor.
C++ isn't a good first language. Try Python or Lua.
