It will work fine, so long as you have that pipe connected to an intake, as opposed to an exhaust, which is what the picture looks like.
You'll still need a CPU cooler, though. It's basically the equivalent of the difference between summer and winter temperatures.

One of the primary purposes of Air Conditioning is dehumidification. The moisture in the air will condensate to the coils in the unit as the air passes over them.
For example, in your car, on a hot, humid day, if you have the A/C on and you see moisture around your vents. You aren't seeing humidity, you're seeing condensation.

Your evaporation cooling, or "swamp cooler", uses water to actually increase the moisture in the air. As that moisture evaporates, it cools the air. This isn't actually "Air Conditioning" in the typical sense. Think of it as a huge misting device.
Your typical "Air Conditioner" takes refrigerant (usually Freon) and pushes it into a very small pipe. This creates a high pressure system. That high pressure system is then pushed into larger pipe via a relief valve, thus significantly dropping the pressure. This drop in pressure causes the refrigerant to get significantly colder. While at this temperature, the refrigerant is then pushed through what is called 'coils', which is copper pipe snaking through a block of aluminum fins. As the cold refrigerant is pushed through the coil, air is drawn through it, this makes the air significantly colder. This also causes the moisture in the air to be drawn to it's liquid state, thus drawing moisture out of the air. The refridgerant is then pushed back to the condenser (that big thing outside your house that you stick your shirt over) and then pushed that freon back into small diameter pipe.
It can be you typical system, like you see in most modern homes, or the system can be small and closed inside a unit, like OP's pic, but the principal is the same across the board.

I don't upgrade unless I need to. My old mobo died, so I just replaced mobo, CPU, RAM and HDD. GPU is definitely a bottleneck... but it plays the games I play fine (Borderlands 2, TF2, Oblivion, and others), not at max graphics, but definitely acceptable.
